Prior to the 2002 football season, the university safety committee (consisting of representatives from the administration, transportation services, athletics, and university police) determined that the benefits to the football program though increased and continued support from extending the tailgating lot hours from 4 to 6 hours before the game would overshadow the $2,500 per game increase in costs.
At the same time, due to the large increase in season ticket holders, the Athletic Department decided to make all of lot 1 and lot 2 permit only for season ticket holders, with lots 4, 9, and 11 near the Comcast Center becoming the primary cash lots. While the policy helps season ticket holders, and perhaps creates a stronger incentive to become one, it has also resulted in fans arriving later to lot 1 because of the guaranteed parking spot. As a result, the tailgates and attendance at Terp Alley have noticeably diminished since last season and traffic conflicts have been created between tailgaters and fans arriving close to game time seeking a space in lot 1.
